Assessing the Impact of Open Government Initiatives on Bureaucracy Performance: Study of Indonesian Local Government Context

Abstract

Open Government Initiatives (OGIs) have gained significant traction globally as mechanisms to enhance transparency, accountability, and public participation in governance. In Indonesia, these initiatives have been adopted with the aim of improving bureaucratic performance, reducing corruption, and fostering trust between the government and its citizens. The Indonesian government has implemented various OGIs, such as the Indonesian Open Government Initiatives program, which seeks to promote transparency and accountability at both national and local levels. This paper aims to assess the impact of these initiatives on the performance of local government bureaucracies in Indonesia, using a comparative study approach. The findings suggest that OGIs can have a positive impact on transparency and accountability, but their impact on service delivery is more mixed. The success of OGIs in enhancing bureaucratic performance is contingent on factors such as political will, institutional capacity, and civic engagement.
